The Jurisprudential and Legal Characterization of Magic and Charlatanism
On 21 January 2026, a scientific workshop was held at the Faculty of Law at Tishk International University entitled “The Jurisprudential and Legal Characterization of Magic and Charlatanism.” The workshop was delivered by Dr. Khalid Jalal and Asst. Lecturer Kastro Salem, and it was moderated by Dr. Mohammed Abdulkarim.
The workshop addressed the subject of magic and charlatanism from two complementary perspectives. The first was a jurisprudential perspective, in which the position of Islamic Sharia on magic was clarified, along with its rulings and its religious and social implications. The second was a legal perspective, which explained the circumstances under which magic constitutes a crime under Iraqi law and comparative legal systems, clarified the constituent elements of the offense and the limits of criminal liability, and distinguished between acts that are criminalized by law and practices that do not amount to criminal conduct unless specific legal conditions are met. The workshop also highlighted the role of administrative authorities in closing venues where magic and charlatanism are practiced in order to preserve public order and protect the public interest.
The workshop was attended by faculty members and students of the Faculty of Law and witnessed active engagement, as numerous questions and interventions were raised, contributing to the enrichment of the academic discussion.
