Legal Framework, Rehabilitation, and Field Challenges

In continuation of scientific activities, on February 1, 2025, the Faculty of Law organized an academic seminar entitled “Combating Drugs in the Kurdistan Region: The Legal Framework between Criminal Deterrence, Rehabilitative Treatment, and Practical Field Challenges.”

The seminar was delivered by Mr. Mohammad Hamid Abbas, an officer at the Directorate of Drug Control under the General Directorate of Asayish in Erbil. The session was moderated by Dr. Mohammad Abdulkarim Sharif and was attended by a distinguished group of faculty members and students.


Key Themes

The seminar provided an in-depth analysis of the criminal policy adopted in the Kurdistan Region to address drug abuse, with particular emphasis on achieving a balance between deterrent criminal sanctions and rehabilitative programs aimed at reform and reintegration of convicted individuals. It also highlighted the most significant obstacles and field practices faced by security agencies in law enforcement and in curbing the spread of this phenomenon.

This seminar aligns with SDG 16 (Peace, Justice, and Strong Institutions) and SDG 3 (Good Health and Well-Being) through combating substance abuse and promoting health.
