The decision of the Union for Peace was issued in 1950 by the General Assembly of the United Nations on the occasion of the North Korean aggression against the South Korean state when the UN Security Council failed to resolve the crisis peacefully and there has been a threat and violation of international peace and security, so the decision of the Union for Peace to restore the balance between Powers of the General Assembly and the Security Council.

This system emerged after the end of the first war after the establishment of the League of Nations.
